For this photo I just selected various parts using the polygonal lasso tool and changed the exposure and contrast. As far as the symbols go, it's supposed to represent body language as a symbol or sign.
I like the effect in that t really helps to add interest to the photo and gives the viewer more of a place in which to focus on; more lines to follow.
